Job Description

The Property Manager-Non-Residential provides leadership, innovation, and vision in the management of non-residential facilities (Health Center, Community Center and Education Center) and (1) men's and (1) women's "safe haven" dormitory shelter sites. This includes the supervision of two maintenance staff. In conjunction with the Residential Program Managers and Senior Maintenance Technician, ensure that the properties within their neighborhood are properly maintained. Also in conjunction with the Residential Program Manager, ensure the residents and staff are provided with a clean and safe environment in which to live and work.


  • Directly supervise two maintenance staff that are to work at the assigned centers and safe havens.
  • Oversee any subcontracted custodians.
  • At sites where residents are responsible for cleaning, work with Residential Program Manager and residents to ensure cleaning standards are maintained. Property manager sets the expectation and follow up implementation is handled by case manager.
  • Work to identify and promote the professional development and growth of all staff.
  • Complete performance evaluations for all direct reports bi-annually and recommend salary adjustments annually.

Financial Management:

  • Develop annual operating budgets and complete monthly budget variance analysis and other reports. Ensure that all expenses are within budget parameters.
  • Deliver administrative reimbursement form to Accounting monthly.
  • Complete petty cash reconciliation once in a two-week period.
  • Update goal matrix monthly.

Facilities Management:

  • Ensure all sites are properly maintained:
  • Complete weekly walk-through with maintenance staff and enter work orders into Yardi. Review weekly work order report. Ensure that all sites are maintained in accordance with current codes and industry standards.
  • Ensure applicable regulatory, health & safety requirements are met including kitchen operations.
  • Oversee Emergency Plan along with Program Manager.
  • Execute required fire drills.
  • Oversee readiness of safe haven shelter residential units to ensure high levels of occupancy.
  • Carry out energy and resource conservation programs in collaboration Residential Program Managers (i.e. reduced energy use, increased recycling, etc).
  • Obtain bids for service and contractual work.


  • Monitor purchasing and conduct trend analyses to maximize buying power and contain costs.
  • Approve purchase of janitorial supplies.
  • Purchase furniture for common areas and units.


  • Participate on various management and Strategic Plan committees as needed.
  • Meet with Program Managers on individual basis, as needed.
  • Coordinate preventative and responsive treatment for bed bugs.
  • Ensure occupancy enforcement and issue violation by meeting with Program Manager, residents, and residential services if applicable
  • On call 24/7, responsibility
  • Travel within sites on a weekly basis or more often, if necessary


  • Bachelor's Degree and 2 years' experience; or Associate's Degree and 4 years' experience; or High School Diploma/GED and 6 years' property management experience.
  • 4 years' experience managing commercial or residential properties with supportive services
  • 3-5 year's supervisory experience
  • Ability to define and solve problems, strong organizational and administrative skills
  • Excellent verbal and written communication skills
  • Strong computer skills
  • Prior experience managing budgets
  • Ability to build relationships internally and externally
  • The ability to successfully manage multiple projects simultaneously
  • A valid driver's license
  • Understands and affirms the mission


  • Prior work experience with HUD and/or PHFA properties & regulations
