A non- profit in Somerset County is looking for a Director of Finance.

DEPARTMENT: Finance
JOB SUMMARY: Responsible for the overall Financial Management of the Agency's multi-million-dollar operation. Perform all financial duties relating to this position as detailed below. Provide accurate and timely reports and information to the Executive Staff, Department Directors, and Board of Directors. Represents the Agency in financial matters to the Federal, State, County, and other funding sources. Participates in and oversees all audit and other financial compliance processes.
LOCATION: As per the need for the service; generally, work is performed in the Main Office
FUNCTIONS TO BE PERFORMED (DUTIES & ASSIGNMENTS):

1. Revenue Oversight:
DIRECTION OF OTHERS: Assistant Director of Finance, indirect supervision of other department staff.

EDUCATIONAL: A four-year college degree in business or accounting is required, Masters Degree or CPA preferred.
EXPERIENCE/TRAINING REQUIREMENTS: A minimum of five years of supervisory experience in fiscal management, accounting, or business is required. Experience in management of non-profit organizations desired. Experience in Medicaid Billing is highly desired.
EQUIPMENT USAGE: Must be capable of independent operation of computer-based programs, calculators and other general office equipment, Prior use of computer accounting software is desired but not required.
JUDGMENT AND INITIATIVE REQUIREMENTS: Must be able to train other employees in basic accounting procedures and concepts. Must be able to make good judgment decisions on financial-related duties assigned to the position. Must use initiative in resolving problems. Must have the ability to use available resources to resolve problems.
COMMUNICATION SKILLS: Must be able to give positive direction to others to improve their job performance. Must be able to relate finance terms and transactions to other non-accounting staff members in replying to questions and concerns. Must communicate well both orally and in written English. Must have a consumer service attitude in replying to questions from other staff members, outside vendors, and other contacts.

- Direct the Finance Department's operations, managing a budget of over $15 million and ensuring proper accounting systems, policies, and internal controls that adhere to generally accepted accounting principles (GAAP).
- Supervise and provide leadership to the finance team, fostering a collaborative environment while ensuring staff are supported and guided in their roles.
- Ensure compliance with the financial requirements of various funding sources, including Medicaid, the Department of Human Services Division of Developmental Disabilities (DDD), U.S. Housing and Urban Development (HUD), the Department of Children and Families, and others.
- Act as a financial resource for Agency employees, collaborating with Department Directors to assist with budgeting, financial reporting, and ensuring sound fiscal management.
Critical Functions
1. Revenue Oversight:
- Supervise Medicaid billing through the electronic health system, ensuring compliance and substantiation for fee-for-senice billing.
- Monitor cash and investment accounts, ensuring the Agency's liquidity and timely reconciliation of bank and investment statements.
- Prepare and monitor the Agency-wide fiscal budget and oversee over 40 individual program/cost centers.
- Manage budget modifications and submit adjustments to appropriate funding sources.
- Financial Reporting:

- Provide monthly financial reports to management and the Board of Directors, detailing year-to date revenue, expenses, and budget performance.
- Conduct financial analysis, presenting trends and variances, and lead monthly Finance Committee meetings,
- Provide quarterly financial updates to the Foundation Board of Trustees.

- Funding Source Reporting:

- Oversee the preparation of all monthly, quarterly, and annual financial reports for funding agencies.
- Assist in the preparation of grant applications and related financial documentation.

- Supervision of Finance Team:

- Directly supetvise the Assistant Director of Finance and provide indirect oversight to other finance department staff,
- Ensure staff are properly trained, supported, and petform at a high level, addressing any pefformance issues proactively.
- Set clear goals, expectations, and accountability measures for finance team members, fostering an environment of growth, collaboration, and professional development.

- Major Purchasing Oversight:

- Monitor funding and expenses related to employee benefits, including health insurance.
- Compliance with Funding Requirements:
- Ensure financial compliance with all funding source requirements, including IRS and state regulations.
- Act as the liaison for the annual audit process, ensuring all reports and audits are submitted timely and accurately.
- Ensure compliance with external licensing and accreditation bodies, including CARF, DDD Licensing, and DHS monitoring.

- Financial Audits:
- Conduct internal audits and reviews of all financial activities within the department.
- Serve as the lead contact for external auditors, working closely to complete financial statements and submit agency tax documents (Form 990).

- Perform other related duties as requested by Agency leadership.
